CNE finally publish the controversial decision 65
The National Electoral Commission published in yesterday's daily "Noticias", its controversial decision 65/CNE/2009 of 5th September, which explains the rules and procedures it used to exclude 10 parties from the election, and grant other parties. The explanation of the CNE is based on the interpretation of paragraph 3 of Article 174 of Law 7 / 2007, that "the representative of invalid application is immediately notified to proceed, if so desired, to replace the same within five days ..."

Donors give their views on the exclusion of political parties
Ambassadors accredited in Mozambique, particularly donor countries, will today rule on the exclusion of parties in the race in October. The measure comes after they have met with the CNE and the Mozambican President Armando Guebuza. These are the ambassadors of 19 countries (G19) which support the General State Budget (Program Aid Partners).

Mariano Matsinhe welcomes the exclusion of political parties by the CNE
The member of the Frelimo Central Brigade and veteran of the Armed Struggle for National Liberation, Mariano Matsinhe, said yesterday, in Tete province, during a campaign rally that "other parties, which were excluded from the CNE, were excluded because they do not meet conditions to compete in the parliamentary and provincial assemblies. Matsinhe said that “we will not put robbers to lead the country, even if the donors require that to happen”.
With these words, Mariano Matsinhe anticipated himself to the Constitutional Council, which has yet to decide appeals made by political parties excluded by the CNE. The words of this member of Frelimo further intensify the distrust that the controversial decision of the CNE to exclude certain political parties was taken on the recommendation of Frelimo.

Elections: Constitutional Council will decide on claims up to 28 days
The Constitutional Council (CC) will decide by the 28th of this month on the claims of parties and coalitions partly or wholly excluded from the electoral process. This information comes after, yesterday afternoon, the National Elections Commission (CNE) referred the appeal of the Democratic Movement of Mozambique (MDM) and other parties of its decision to exclude them of the electoral race, to the Constitutional Council.

Applications rejected: CNE confirms legality of the decision
The National Electoral Commission (CNE) yesterday confirmed the legality of partial or total exclusion from the race for 27 of the 29 political parties and coalitions of parties that have submitted their candidacies for the parliamentary elections and the provincial assemblies of 28 October. Renamo complained about the destruction of its material
Renamo accuses Frelimo of destroying its election materials in the city and the rest of the province of Nampula, a claim refuted by the ruling party in Mozambique. Speaking on Tuesday, third day of the election campaign for the general and provincial elections of 28 October, the provincial head of the Renamo mobilization, Faustino Licaneque, said that this happened in the midnight of 13th of this month, when the campaign was officially launched.
