Budget 2010: external dependence is lower than half
The level of external dependence on the State Budget (OE) is at the first time, below 50 percent, to be located in 2010 at 44 percent. The proposal of the Economic and Social Plan (PES-2010) and its budget being debated since yesterday in the Parliament, points to an improvement in domestic revenue collection as a result of improving the reform of taxation on the one hand, and broadening the tax base, on the other.
Overall, the Budget for 2010 should stand at 117.977 billion Meticais, of which 65.9606 billion, equivalent to 56 percent, come from internal resources, and 52.0166 billion, representing 44 percent, will be covered by external resources, including grants and credits.

Metical falling
The Metical continues to quote in red over the South African rand and the U.S. dollar, foreign currencies with high levels of movement in Mozambique. The Central Bank data show that the national currency depreciated 0.7% against the dollar during the month of March, with the U.S. currency to settle at 27.88 Mt in the last day of the month under review. The Metical fell 1.33% against the rand, with the South African currency fixed at 3.80 Mt. (O Pais. 15th April, 2010).
Torture and ill-treatment return to BO
The new director of the maximum security jail of Machava, BO, Renato Francisco Jaime, is accused of ordering the practice of torture and ill-treatment to prisoners, creating a climate of terror and general malaise in jails and the relatives of the victims detainees. Torture is indiscriminately ordered against the detainees who allegedly violate the rules of the jail, and many of them have been handcuffed to trees without food or water for days.
Jaime Francisco confirmed the occurrence of torture, but said he is not responsible for such abuse.
